Fact-check on tool expectations
Before adjusting anything, it's worth knowing a real limitation. For Target ROAS, manual device bid adjustments are only supported as "-100% only." You can fully exclude a device from serving, but you can't set a partial percentage increase or decrease the way you can under manual bidding strategies. Officially, this is because Smart Bidding sets bids automatically to hit your conversion goal and doesn't layer manual bid adjustments on top of itself; device is already one of many signals the system factors into each individual auction's bid.
A quick primer
Since partial adjustment isn't available under Target ROAS, the mobile versus desktop gap needs to be diagnosed through the factors that actually explain a conversion difference between devices: the quality of the mobile version of the landing page (the same Landing Page Experience component, applied specifically to mobile layout), how easy checkout is on a phone, and whether the ad content itself even differs between devices.
What to check before you touch anything
- Are you actually running Target ROAS or Maximize conversion value. If so, a partial device bid adjustment is technically unavailable, and looking for one will be a dead end.
- What does the mobile version of the landing page look like separately from desktop: load speed, readability, ease of navigating on a small screen.
- How simple is checkout or the lead form on mobile: number of fields, need to zoom, autofill support.
- Does conversion rate differ by device at a comparable Ad Relevance level. If relevance is the same but conversion differs, the cause is very likely the page, not targeting.
- Is there enough mobile data volume for a statistically reliable read, rather than a handful of isolated cases.
Possible approaches
- If the gap traces back to the mobile site, work on load speed, form simplification, and mobile layout, rather than looking for a bid setting that doesn't exist under this strategy.
- If the strategy is manual (Manual CPC or Enhanced CPC) rather than Target ROAS, a percentage device bid adjustment is genuinely available and can serve as a temporary measure while the page gets fixed.
- If the gap is severe and there's no quick fix on the site side, consider a full mobile exclusion ("-100%") as a last resort, understanding that it cuts the entire volume, not just a share of it.
- Don't try to compensate for poor mobile conversion through targeting or creative changes. If the root cause is the page, those moves won't fix it, they'll just hide the symptom temporarily.
- Compare mobile and desktop by Conv. rate and Landing Page Experience separately on an ongoing basis. The gap can widen or narrow over time as the site or competitors change.
