Why does PMax keep targeting a segment that's clearly excluded from audience signals?

Fact-check: Most likely, "excluded" here meant removing a segment from audience signals, not applying an actual exclusion tool — and those are fundamentally different actions. Audience signals are hints, not rules: PMax can serve outside your signals if it predicts a strong chance of conversion. Removing a segment from signals only stops suggesting it as desirable to the model — if the model, independently of signals, keeps finding converters in that segment, it will keep serving there, because a signal was never a blocking mechanism to begin with.

The real tool for a guaranteed exclusion is a separate, documented mechanism: "Your Data Exclusions" gives significantly more control over audience targeting in PMax, built for scenarios where fully remarketing lists matters — Customer Match, website visitor lists, and Google Analytics lists can all be excluded from PMax targeting this way. But even here there's an important scope limit: data exclusions apply only to five inventory types inventory within PMax — meaning even a properly applied exclusion doesn't cover every PMax surface (Gmail and Maps, for example, fall outside it), so some impressions to that segment can theoretically continue on the surfaces the exclusion doesn't reach.

What to check before you touch anything

  • What was actually done — was the segment removed from audience signals, or was a dedicated exclusion tool (data exclusions / audience exclusions) applied? These produce very different results.
  • If data exclusions were used — was a supported list type used (Customer Match, web visitor lists, Google Analytics lists)? Exclusions only work with these types.
  • If the exclusion was applied correctly — on which specific inventory is serving continuing? If it's Gmail or Maps, that's expected, since data exclusions don't reach those surfaces.
  • Whether the real goal was actually "don't show to existing customers" — in that case, the officially recommended tool is the new customer acquisition goal, not exclusions, since it solves this with better reporting.
  • Whether enough time has passed since the exclusion was applied — like any campaign change, it needs time to fully take effect.

Possible approaches

  • If the segment was simply removed from audience signals — that isn't an exclusion; if a guaranteed exclusion is needed, apply data exclusions with a supported list type instead.
  • If data exclusions are already applied but serving continues on Gmail/Maps — that's expected behavior given the tool's inventory scope; if full coverage is required, treat this as a known limit of the current tool rather than a bug.
  • If the goal is focusing on new customers rather than a blanket segment exclusion — use the new customer acquisition goal instead of data exclusions, since it's purpose-built for this and comes with additional reporting.
