How do I evaluate whether listing groups are actually optimized for the Shopping side of PMax?

A quick primer

Google ties listing groups directly to a campaign's basic ability to function: if a PMax campaign isn't spending its budget, getting impressions, or converting as expected, listing group or product feed issues could be a contributing factor — so this isn't a secondary setting, it's a potential point of failure for the whole Shopping side of the campaign. Listing groups organize products by Merchant Center attributes — category, brand, item ID, condition, product type, channel, custom labels — and that's what governs which specific products actually get served.

There's a documented structural limit and a warning worth knowing: each asset group can hold up to 1,000 listing groups, but a large number isn't best practice and performance can suffer — the recommendation instead is to group products using custom labels and target those labels in listing groups. A separate reporting quirk matters too: the Listing groups tab can show different metrics than the Campaign tab, since it can only report at the product level — if an ad slot shows several products at once, each product logs an impression, while the campaign counts it as a single impression. Worth accounting for before treating a mismatch as an error.

A related diagnostic signal is a product's status inside the listing group itself: products marked "Excluded" simply aren't part of any active listing group — they need to be included by subdividing "All products" or by creating a new group for them.

What to check before you touch anything

  • Whether any products show as "Excluded" — physically outside every active listing group and therefore not eligible to serve at all, regardless of creative quality or signals.
  • Whether the number of listing groups in the asset group is approaching or exceeding the recommended ceiling (roughly 1,000) — over-fragmentation can hurt performance.
  • Whether custom labels are being used to group products, or the structure leans only on raw Merchant Center attributes without extra grouping logic.
  • Whether metrics are being compared correctly between the Campaign tab and the Listing groups tab — the latter reports at the product level, not aggregated by campaign.
  • Whether the listing group split matches the actual business structure (categories, margin, seasonality), or was inherited by default from Merchant Center without hands-on adjustment.

Possible approaches

  • If products show as "Excluded" — subdivide "All products" to include them, or create a dedicated listing group for them.
  • If the number of listing groups is near or past the recommended ceiling — consolidate using custom labels instead of splitting by many small attributes, following Google's own recommendation.
  • If specific control is needed for bidding or reporting on a particular slice (high-margin products, seasonal items) — build custom labels around that exact business logic and target those labels in listing groups, rather than relying only on standard attributes (category, brand).
  • When comparing figures across reports — always factor in that "Listing groups" reports at the product level, and don't treat that as a discrepancy without adjusting for the difference in counting methodology.
  • Periodically revisit listing group structure as the product line changes — a structure inherited from launch can drift out of sync with the current catalog over time and quietly reproduce the same "excluded products" problem.
