A quick primer
There's a structural limit worth fixing first: placement exclusions for PMax only work at the account and MCC — there's no campaign-level list available yet. If the goal is to affect one specific campaign rather than the whole account, an exclusion list simply isn't the right tool by design — which is exactly why the indirect levers below matter.
Three levers do genuinely exist and can shape where PMax shows without touching an account-wide exclusion list:
- Content suitability center — content theme exclusions keep ads off videos, sites, or apps that don't fit the brand — profanity, dramatized violence, sexual content. This works at the account level, but by content type rather than a specific domain list.
- Final URL expansion off + a page feed — with expansion off, PMax sends traffic only to the URLs in feed and asset groups. This doesn't touch placements directly, but it tightly controls where the click lands, which often solves the adjacent "only show where I control it" problem.
- Listing groups / product filters — for the Shopping side of PMax, restricting which products participate in serving indirectly narrows the set of placements the ad can appear on at all.
What to check before you touch anything
- Whether the real goal is restricting placements (sites/apps/video) or actually about the landing page/URL — different problems with different fixes.
- Whether account-level or MCC-level exclusion lists are already applied that could solve this more directly — check the "Applied placement exclusion lists" column in account settings.
- Whether a placement report could answer this first — see where the campaign is actually showing before picking a tool to restrict it.
- Whether the issue affects only this one campaign or the whole account — if the whole account, an account-level list is still the direct, working solution.
Possible approaches
- If the issue is content type (not brand-safe placements) — use the content suitability center at the account level, since it solves the problem by content category without listing individual domains.
- If the issue is really about where the click lands, not the placement itself — turn off Final URL expansion and work through a page feed to control the set of landing pages directly.
- If the problem is specific to one campaign, not the whole account — the honest answer right now is that campaign-level placement exclusions aren't supported for PMax; either solve it at the account level (which affects other campaigns too) or shift focus to what is controllable at the campaign level (URLs, listing groups, content themes).
- Check placement reports for the specific campaign regularly — not a restriction tool itself, but a required step before picking which of the levers above to use.
