The key fact that shapes this whole answer: placement exclusions for PMax only work at the account and MCC — there's no campaign-level setting yet. Unlike Display or Video campaigns, where exclusions can be managed per campaign, the only official path for PMax is setting exclusions account-wide, and they'll automatically apply to every PMax campaign in that account at once.
The mechanics of the account-level tool are well documented: it stops ads from serving on specific placements — pages, sites, apps, videos — and it's meant primarily for brand-safety purposes, since exclusions can hurt a campaign's reach. Officially confirmed scope: as of March 2024, account-level placement exclusions also apply to the Search partner network, covering every campaign that serves there, including PMax, App, Search, Shopping, and Smart campaigns. There are technical limits worth planning around too: you can add a maximum of 20,000 exclusions at a time and up to 65,000 total per account, and excluding a root domain without "www." automatically covers its subdomains and subpages.
What to check before you touch anything
- Whether you're actually trying to set this at the campaign level — that's structurally impossible for PMax, so there's no missing setting to hunt for.
- Whether an account-level exclusion will affect your other campaigns too (Search, Shopping, App, Smart) — since it applies to all of them at once, not just one PMax campaign.
- Whether the exclusion list is approaching the limit (20,000 per action, 65,000 total) — with a large list, plan prioritization and grouping ahead of time.
- Whether excluding the root domain alone is enough, or country-specific domains are needed too (example.com and example.co.uk require separate entries).
- Whether the specific placement is actually problematic enough to justify an exclusion — Google explicitly frames this as a restrictive tool that can reduce reach.
Possible approaches
- Set exclusions through Content → Placement exclusions at the account level, accepting that they'll apply to every PMax campaign in the account at once.
- To exclude a whole domain along with its subdomains and subpages — exclude the root domain without "www." rather than trying to list every subpage individually.
- If the business runs multiple country domains — add exclusions for each one separately rather than assuming one domain's exclusion automatically covers the others.
- If the exclusion list is already large and approaching the limit — periodically review and consolidate it, removing stale or duplicate entries instead of adding indefinitely.
- If the actual goal is a targeted exclusion for one specific PMax campaign rather than the whole account — recognize that this isn't currently possible structurally, and either accept the account-wide exclusion or address the specific campaign through other levers (URL exclusions, brand exclusions, the content suitability center).
