What should I do if PMax ignores geo targeting and shows outside my set regions?

A quick primer

Before treating this as a bug — showing outside a set region is, in most cases, the expected behavior of the default setting, not a broken rule. The default location setting, "Presence or Interest," shows ads to people physically in your targeted location, regularly there, or simply showing interest in that location through their queries or behavior — even if they're actually somewhere else. Google's own example: target Paris, and the ad can reach someone physically in Paris and also someone elsewhere who's just interested in Paris bakeries.

Official confirmation that this same logic applies to PMax: the migration to "Presence or Interest" targeting and "Presence" exclusion covers Search, Display, Performance Max, Shopping, and Hotel campaigns — meaning PMax runs on the same geo-targeting model as the other formats, including the same margin of imprecision. A separate official caveat rules out expecting perfect accuracy: location targeting draws on many signals — device, user settings, behavior — and is Google's best effort, not a 100% guarantee in every case.

What to check before you touch anything

  • Which setting is actually in use — "Presence or Interest" (default, includes interest in the region) or "Presence" (physical location only) — most "showing outside the region" cases come down to the former, not an error.
  • How large the share of out-of-region impressions really is relative to total volume — occasional cases are always expected; a systemic, sizable share is worth a deeper look.
  • Whether the business is genuinely sensitive to strict geography (regulatory limits, local-only service availability) — if so, that's a direct signal to move to "Presence."
  • Whether location exclusions are already set for regions where serving is unwanted — "Presence" exclusion by default blocks people physically there, but doesn't guarantee blocking every interest-based impression.
  • Whether "outside the region" is being confused with traffic simply arriving through inventory (YouTube, Display) where geo signals are inherently less precise than in Search.

Possible approaches

  • If the business genuinely needs to advertise only to people physically in the region — switch targeting from "Presence or Interest" to "Presence"; this narrows reach but removes impressions driven purely by interest in the region.
  • If the issue is specific regions where serving is truly unacceptable — add them as explicit location exclusions, keeping in mind exclusion defaults to "Presence," not "Presence or Interest."
  • If the out-of-region share is small and mostly explained by the "interest" logic — intervention is probably unnecessary; that's expected behavior offset by extra conversions from an interested audience.
  • If geo sensitivity ties to regulatory requirements — don't rely solely on PMax targeting settings; build in an additional check (a landing-page disclaimer, for example), since Google doesn't guarantee 100% accuracy on geo signals.
  • Regularly compare actual regional impression distribution (the Locations tab) against expectations — this separates a systemic deviation from the normal noise inherent to any geo-targeted campaign.
