What should I do if PMax doesn't give me enough targeting control compared to Search?

A quick primer

The feeling of limited control isn't an accident or a gap — it's a direct consequence of the product's architecture. PMax runs on "keywordless targeting" — Google AI and machine learning find and serve ads to likely converters using signals from the campaign, site, and feeds, instead of manual keyword management. That's a fundamentally different model from Search, where the advertiser directly controls the serving condition through keywords.

Officially, control in PMax isn't absent — it's split into two categories with different levels of strictness. "Guidance" tools like search themes and Final URL expansion give the AI strategic context, helping it find high-value opportunities faster. "Restriction" tools — URL exclusions, page feeds, negative keywords, and brand exclusions — set firm boundaries on where ads can and can't appear, which matters when there's a specific brand-safety or business requirement. So the real question isn't "does PMax have control" — it's "am I reaching for the right category of tool for this job." Trying to get a hard guarantee out of a guidance tool (search themes, for instance) simply won't work the way a restriction tool (negative keywords, for instance) will.

What to check before you touch anything

  • Which category the task actually falls into — guidance (nudge the model in a direction) or restriction (guarantee something is blocked) — and whether you're reaching for a tool from the right category.
  • Whether the available restriction tools (negative keywords, brand exclusions, URL exclusions, page feeds) are already being used fully, or the task is being attempted only through guidance signals that structurally can't guarantee a result.
  • Whether the specific gap really has no official solution in PMax yet, or a suitable setting simply hasn't been found — a fair number of controls have shipped fairly recently.
  • How critical strict guarantees are for the business (regulatory requirements, for example) — in that case, it may make more sense not to force PMax into the job, and instead combine it with a more traditional format for that specific need.

Possible approaches

  • If the need is guidance (expand reach, hint at relevant queries/audience) — use search themes, Final URL expansion, audience signals; expect a nudge, not a guarantee.
  • If the need is a hard, guaranteed outcome (don't show on X, don't lead to Y) — use the full restriction toolkit: negative keywords, brand exclusions, URL exclusions, page feeds, rather than relying on guidance settings.
  • If, after using every available restriction tool, the task still can't be solved at the required level of strictness — that's a genuine structural limit of PMax's architecture, and it's worth solving that specific need through a dedicated Search/Display/Video campaign instead, leaving PMax to do what it's designed for.
  • Periodically check the current list of available controls — PMax's toolkit keeps expanding (device and age targeting were recently added, for example), and what was a structural limitation before may already have an official fix.
